Meet the Team

Neil England – Operations Director

I joined HPTA in February to run the day-to-day operations in growing local training and skills provision and capability, as well as providing the HPC project contractors with a single point of contact to discuss training requirements, both immediate and future.  I have extensive experience in both commercial and public sector training provision, notably in the Construction Industry Training Board (CITB) as a member of the Senior Management Team, where I led the response to the Nuclear New Build Programme for the CITB’s training delivery division, the National Construction College.  I also worked on the Crossrail project with CITB in setting up and overseeing the Tunnelling and Underground Construction Academy.

This role was too good an opportunity to miss, as it allows me to join hundreds of others in helping to make a real, positive difference for the region through this massive project; the first such opportunity in a generation.

Outside work, and if you ever visit the Somerset Levels or the hills and moors around the South West, you may well find me either connected to a camera pointing at the local wildlife, or enjoying walking in the wonderful countryside this area has to offer!


Fi Topazio – Operations Manager

Hi, I’m Fiorella, the Operations Manager at HPTA. I deal with the daily running of HPTA so if you require training or are interested in becoming a HPTA training provider please contact me and I will be more than happy to help.

I joined the project in March from a senior teaching leadership position at a local FE college. As a result, I have a sound and extensive knowledge of both the FE and training sectors. Growing up in the local area and being passionate about providing quality education and training I decided to join HPTA and leave the classroom behind. Like Neil, I felt this was too good an opportunity to miss as HPTA will facilitate training for the project and it is great to feel I am contributing in some way to one of the largest infrastructure projects in Europe. Not only does my role help me to develop career opportunities for others it also helps benefit the local economy giving something back to the community.

Outside of work you are likely to find me walking the world’s greatest dog, travelling and socialising with friends.
